慈惠基金

目的

遵循聖經教導，幫助需要經濟資助者（徒 20：33－35﹔林后 8：13－15﹔加 6：9－10﹔提前5：16﹔6：17－19﹔來13：16 ）

組織和責任

委員會由六名成員組成，至少包括一名牧師或傳道。主席由教會長老團任命委員會中的一名成員擔任。下面的附錄 A 列出了當前成員，一旦換人應予更新。

委員資格

CBCGB會員，由主席推薦並經長老團確認。

服務年限

任期三年，可連任。連續服務總數不超過六年。

責任

監督和管理慈惠基金。所有委員應審查並作出每項申請的決定，申請者的資訊將予保密。

基金管理政策

A. 基金資助對象：有應急經濟需求的個人或組織，以個人申請者為優先。

B. 申請者應由教會成員推薦。資助對象的義務：無。鼓勵受贈者在未來可能的情況下奉獻給慈惠基金

C. 基金來源：教會成員指定作為慈惠基金的奉獻。。

D.   決策權限：
  １) 所有決定由慈惠基金委員會制定。
２) 每位受助者每年最高資助金額為 3,000 美元。特殊情況下可提高至 6,500 美元／年。特殊情況包括面對以下的財務困難：a) 不在保險範圍內的重大醫療開支；b) 與海外宣教相關的突發需求或損失；　c) 其他經委員會認定，需人道救助的臨時財務困境。
  ３) 申請表需列明具體需求項目與金額，以符合美國國稅局（IRS）規定。

E. 被資助人提名：鼓勵教會成員向任何一位慈惠基金委員會成員提名申請人。所有申請都將嚴格保密處理。

附錄 A：現任委員會成員：張子義牧師、楊寧、邵可鑲、范林、王冀榮、陳達麒牧師

1. Purpose:

 To help those with financial needs as guided by biblical teachings (Acts 20:33-35; II Cor 8:13-15; Gal 6:9-10; I Tim 5:16, 6:17-19; Heb 13:16).

 2. Organization:

The committee consist of six members including at least one pastor or minister.  The chairman shall be one of the committee members appointed by the Board of Elders. The addendum A below lists current members and should be updated once changed.

3. Member Qualification

 Member of CBCGB, recommended by the chairperson and confirmed by BOE.

 4. Term of Service

 Three-year, can be reappointed. Total consecutive services are no more than six years.

 5. Responsibility

 Overseeing and managing the benevolence fund. All members shall review and make their decisions on each application. Recipients ‘information is kept confidentially.

 6. Fund Administration Policy

 A. Fund recipient candidate: individual or organization with urgent financial needs, with higher    priority to individuals.

B.  Recipient shall be referred by any church member. Recipient obligation: none.  Recipients are encouraged to make donation to the Benevolence fund when able.

C. Source of fund: Offerings from designated to Benevolence Fund through the year.

D. Decision authority:

1.  All decisions will be made by the committee.

2. Maximum amount for each recipient is at $3,000 within a calendar year. Special cases can be considered to raise the limit up to $6,500 per calendar year. Special cases are limited to applicants who face unusual financial hardship from a) major medical expenses not covered by insurance, b) unanticipated needs or losses related to foreign missions, and c) other unusual financial situations deemed necessary for humanitarian assistance by the committee. 

3.  The itemization of specific need and amount should be included in applications to meet IRS requirement.

E. Recipient nomination: Church members are encouraged to nominate recipient candidates to any committee members.  All cases will be handled in strict confidence.
